BACKGROUND
In 2013, a team from Nigeria travelled to Uganda to attend the second annual meeting of the seven existing citizen-led assessment countries, to get a better understanding of what is involved in conducted a large-scale, citizen-led assessments.
One year later, a team visited Kenya for a Standards development workshop in 2014, followed by participation in the third annual meeting of the then nine existing citizen-led assessment countries in January 2015. It was during these meetings that ‘LEARNigeria’ was born.
LEARNIGERIA AND TEP CENTRE
LEARNigeria (an acronym meaning – Let’s Assess, Engage and Report Nigeria) is a program of The Education Partnership Centre (TEP Centre) based in Lagos, Nigeria. TEP Centre is Nigeria’s pioneer education partnership consultancy specializing in research design and implementation, evaluation of education programs and initiatives across the public, private and non-profit sectors. The TEP centre is responsible for the strategic planning, oversight and management of the LEARNigeria program.
THE THE LEARNIGERIA SURVEY
LEARNigeria was officially launched at the Nigerian Education Summit, entitled ‘Improving Education Quality: The Role of Accountability’ on March 16 2015. LEARNigeria aims to grow to become a data source that is representative at state and national levels, promote government, parent and citizen action to influence policy and practice.
IMPLEMENTATION OF THE SURVEY
The pilot survey took place in two Nigerian states (Kano and Lagos) in November/December 2015. Trained volunteers visited households in rural and urban locations, assessing 2,000 children between the ages of 5 and 15 years. Community engagement sessions were also held to facilitate a movement from assessment to action. LEARNigeria is now planning to scale up to be an annual, nationally representative citizen-led household survey of learning in Nigeria
