
Sehar Saeed
Research Fellow
Sehar Saeed is a seasoned educationist with over twelve years of experience in education research, program implementation, and policy engagement in Pakistan. She currently serves as the Deputy Director of Research at Idara-e-Taleem-o-Aagahi (ITA), one of Pakistan’s leading education-focused NGOs. In this role, she oversees flagship initiatives such as the Annual Status of Education Report (ASER) Pakistan—the country’s largest citizen-led household survey on foundational learning—as well as a range of service delivery programs and impact evaluations.
Sehar’s work spans both national and international platforms. She is actively engaged with the People’s Action for Learning (PAL) Network, a global south-led coalition committed to improving foundational learning through citizen-led assessments and action. This engagement reflects her commitment to advancing education equity beyond borders, contributing to global dialogues on learning poverty, data-driven accountability, and grassroots mobilization.
Her professional journey bridges research, policy, and community engagement. From working closely with education department officials and researchers to conducting fieldwork across villages and underserved communities, she has cultivated a deep understanding of the systemic and local challenges that shape education delivery in Pakistan. Her leadership has been pivotal in designing contextually relevant and scalable education solutions.
Sehar holds an MPhil in Economics from Beaconhouse National University and previously served as an Economic Consultant with the USAID FIRMS Project. Her continued advocacy for inclusive, evidence-based education reform remains central to her work at the national and global levels.
