ROLE SUMMARY
We are seeking a Program Manager, Advocacy, to lead the PAL Network’s global advocacy agenda on inclusive and holistic learning measurement. The role will leverage evidence from Citizen-Led Assessments and Actions to influence policy at national, regional, and global levels, strengthen the Network’s voice in key policy forums, and support the shaping of the post-2030 development agenda. The Manager will also provide strategic coordination across 17+ member organizations, ensuring a coherent, unified advocacy voice aligned across regional hubs.
The Program Manager, Advocacy will:
- Lead and grow strategic partnerships with global and regional institutions (e.g. UNESCO, UNICEF, GPE, UNHCR) to advance inclusive, holistic learning and influence the post-2030 education agenda.
- Design and drive PAL Network’s global advocacy strategy, ensuring a unified, evidence-based voice across 17+ member organizations and regional hubs.
- Translate evidence from Citizen-Led Assessments and Actions into compelling advocacy messages, policy positions, and thought leadership for diverse audiences.
- Influence policy and practice by engaging policymakers, researchers, practitioners, and civil society through campaigns, forums, and high-level dialogues.
- Support and coordinate network members to align national and regional advocacy priorities and strengthen collective impact.
- Lead evidence-informed policy influencing, including overseeing global and regional policy gap analyses to institutionalize CLAs within
education systems. - Oversee advocacy monitoring, learning, budgeting, and reporting, while supporting capacity building, fundraising efforts, and team performance management.
Person Specification and Experience
- Senior-level advocacy or communications professional with a strong record of influencing education policy at national, regional, or global levels.
- Solid understanding of global education frameworks, including the SDGs (especially SDG 4), and experience engaging with international policy and technical bodies.
- Experience working in or with Global South contexts and managing multi-country, member-driven networks to deliver a coherent advocacy voice.
- Proven ability to translate complex research and assessment evidence into clear, compelling advocacy messages across multiple communication channels.
- Experience designing and implementing advocacy or communication strategies, including policy analysis and evidence-informed influencing.
- Strong leadership, partnership-building, and mentoring skills, with the ability to navigate complexity, organizational change, and external crises.
- Excellent English communication skills; additional proficiency in French, Portuguese, or Spanish is a strong asset.
