LEARNigeria hosted its first Technical Review workshop in Lagos, from 26th -28th, April, 2016 to review its Citizen Led Assessment, develop new test instruments and review the survey methodology. The workshop was conducted following the completion of the LEARNigeria pilot programme in December 2015 and the aim was to review and prepare for the next steps of the programme. The three day workshop was hosted by The Education Partnership (TEP) centre and participants were representatives and facilitators from several education institutions including those of the federal and state government as well as the PAL Network.
Activities comprised a review of the frameworks guiding the development of the first test instruments by the literacy and numeracy panels. The tests developed for the pilot were reviewed and revised, new tests were developed for future assessment within LEARNigeria. The survey methodology panel reviewed the pilot’s survey design, sampling activities like the households listings process and reporting indicators in relation to a strategy for scaling up. A survey manual was initiated and further communication lines with other survey committees were opened.
